Lee, who also serves as the Whip for the Congressional Black Caucus, was chosen for of her knowledge and leadership on key issues, particularly on HIV/AIDS and housing, and because of her reach within the Democratic Caucus, where her reputation as a coalition builder has earned her the respect of her colleagues.

Democratic Whip Hoyer restructured the Whip system when he took over the position in 2003, creating a tiered system that includes Senior Chief Deputy Whip, Rep. John Lewis (GA), 7 Chief Deputy Whips, Senior Whips, Assistant Whips and Regional Whips. Rep. Lee has served as an Assistant Whip since 2002.
